My Lord,

I have the honour to forward a copy of a

letter addressed to this Government by Dr. Clark, Acting

Principal Civil Medical Officer, on the subject of the

establishment of a Civil Service Co-operative Society in

Hongkong together with a copy of draft Articles of Associa-

tion of the proposed Society, which Articles I am advised

by the Attorney General do not conflict with any Ordinance

of the Colony.

In view of the fact that a similar institu-

tion exists in Mauritius, it would appear that rule No.76

of the Rules and Regulations for His Majesty's Colonial

Service is not held to apply to the participation of

Public Officers in an undertaking conducted on the lines

indicated. Article 10 of the draft is intended to secure

that the benefits of the Society are entirely confined to

servants of the Crown.
